Linking of Bank Account with Aadhaar

Banks are committed to seed savings bank accounts with the account holder’s Aadhaar number, based on the account holder’s consent. 

Aadhaar seeding will help accountholders to do fund transfer through the Aadhaar Enabled Payment System (AEPS) at Banking Correspondent points. Bharat Interface for Money (BHIM) app also supports pay to Aadhaar number mode. Further, Direct Benefit Transfer (DBT) can be made to eligible seeded accounts. 

As per reports received from public sector banks, Regional Rural Banks and 13 private sector banks, there are 110.03 crore individual, operative savings bank accounts (including Pradhan Mantri Jan Dhan Yojana accounts) with Aadhaar number seeded in 52.95 crore accounts. 

The overreaching aim and objective of seeding is enabling delivery of basic financial services. 

National Foundation for Corporate Governance (NFCG)

With the objective of fostering a culture of good governance, the National Foundation for Corporate Governance (NFCG) has accredited forty Seven premier Indian Institutions/Organizations as National Centers for Corporate Governance. These centers conduct seminars, workshops conferences, directors’ orientation programmes etc. for promoting good corporate governance practices and also carry out research work in this field. More than 250 events have been organized and 30 research works completed under the aegis of NFCG, besides publication of compendium on corporate sector and inclusive growth. The research report of the foundation, which include subject such as the role of independent directors, CSR, corporate governance in energy sector, reforms in banking sector etc. have also been hosted on its website for the benefit of the Stakeholders.

The objectives of the National Foundation for Corporate Governance (NFCG) set up in 2003, as per the trust deed, are given as under.

(a)    To provide a platform to deliberate issues relating to good corporate governance as the key to sustainable wealth creation;

(b)   To sensitize corporate leaders on the importance of good corporate governance, self- regulation and directorial responsibilities- statutory, social and environmental;

BHIM app

The Bharat Interface for Money (BHIM) app has been launched on the iOS platform after its successful launch on android platform. On iOS it is currently supporting over 35 banks
and is currently available in Hindi and English BHIM app on iOS also has a limit of Rs 10, 000 per transaction and Rs20, 000 in a day for transfers through the bank account.

Pradhan Mantri Gramin Digital Saksharta Abhiyan

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved 'Pradhan Mantri Gramin Digital Saksharta Abhiyan' (PMGDISHA) to make 6 crore rural households digitally literate.

PMGDISHA is expected to be one of the largest digital literacy programs in the world. Under the scheme, 25 lakh candidates will be trained in the FY 2016-17; 275 lakh in the FY 2017-18; and 300 lakh in the FY 2018-19. To ensure equitable geographical reach, each of the 250,000 Gram Panchayats would be expected to register an average of 200-300 candidates.

Digital Payment of Salaries

The Lok Sabha has passed the Payment of Wages (Amendment) Bill, 2017 on 7th Feb 2017, which allows for digital payment of salaries or through cheque. The bill will now go to Rajya Sabha and following its passage in the upper House, the amendments will be notified.

The move will enable employers to pay wages of less than Rs.18,000 a month by cheque or digitally to bank accounts, besides in cash, by doing away with the requirement of employees' written consent for the same.

TAMRA Portal

The Union Govt has launched TAMRA (Transparency, Auction Monitoring and Resource Augmentation) portal and Mobile Application on 10th February, 2017 with an objective to enhance transparency and accountability as a part of the Ease of Doing Business in the Mining sector.

National Testing Agency (NTA)

The Union Human Resource Development Ministry has announced to set up a National Testing Agency (NTA) department to conduct examinations for higher and secondary.
Note: 
Initially, examinations like IIT, NIT and even university exams will be conducted by the NTA. An open web-based platform 'SWAYAM' will be launched by next month. The two thousand courses will be run for students across the country through SWAYAM.

Mahatma Gandhi National Rural Employment Guarantee Act - The Journey of a Decade

The Mandate of the Act and Achievements
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) completes ten years of implementation on 2nd February 2016. The achievements of a decade are a cause of national pride and celebration. Since the start of the programme, the expenditure on the programme has amounted to Rs. 3,13,844.55 crore and out of this 71% has been spent on wage payments to workers.

Of the workers, the percentage of Scheduled Caste workers has consistently been about 20% and Scheduled Tribe workers has been about 17%. A total of 1,980.01 crore persondays have been generated, out of which the percentage worked by women has steadily increased much above the statutory minimum of 33%.
Sustainable assets have been created linked to conservation of natural resources and overall development of Gram Panchayats. More than 65% of the works taken up under the programme are linked to agriculture and allied activities.

Revival of the Programme
The past year, 2015-16, has seen a revival of the programme. The personday generation is the highest in the second quarter (45.88 crore) and third quarter (46.10 crore) than it has been in the last five years. The national personday generation to date at 146 crore is well above what this figure was at this time last year.
44% of all wage payments are being made on time. More than 64% of total expenditure is on agriculture and allied activities, the highest in three years. 57% of all workers are women, well above the statutory requirement of 33% and the highest in three years. 23% of all persondays are being done by SC workers, and 18% by ST workers, the highest in three years.
This revival has been achieved due to a slew of reforms undertaken by the Ministry of Rural Development. Most important of these has been the timely release of funds to states to provide work on demand. An electronic fund management system has been successfully instituted which allows for real time and transparent release of funds to implementing agencies and beneficiaries. There has been consistent coordination between banks and post offices and constant monitoring of pendency of payments has led to a reduction in wage delays.
The Ministry has reacted swiftly to the distress situation of droughts in nine states by declaring an additional 50 days of employment in the drought affected areas.

Way Forward
The focus for the upcoming years will be on simplification and strengthening of procedures for the implementation of the MGNREGA as an employment guarantee. A Master Circular is being issued today which consolidates all key instructions from the Central Government on the implementation of the Act. Beyond this, states are encouraged to innovate with flexibility.
The convergent planning exercise currently underway in 2569 backward blocks in the country will be consolidated in the State Rural Development Plan (SRDP) which will be the basis of implementation and monitoring for the coming year.
Concurrent social audits and community monitoring will be undertaken. There will be a renewed focus on sustainable individual assets to benefit the poor and vulnerable households with the following targets; 5 Lakh farm ponds and 10 Lakh Vermi and NADEP compost pits in the FY 2016-17.  There will be a continued focus on construction of Anganwadi Buildings and individual household latrines.
The Ministry will focus on imparting skills to workers. It will aim to train and place 10,000 Barefoot Technicians from worker households and through Project LIFE, skill and train workers for wages, for self-employment and livelihood upgradation.

Gallantry awards 2016

President Pranab Mukherjee has conferred the country’s highest peacetime gallantry award Ashok Chakra to Lance Naik Mohan Nath Goswami posthumously. On the eve of 67th Republic Day celebrations President has approved 365 Gallantry awards and other Defence decorations to Armed Forces personnel and others. It includes one Ashoka Chakra, 4 Kirti Chakras and 11 Shaurya Chakras.

Lance Naik Mohan Nath Goswami (Posthumous). He belonged to 9 PARA (Special Force) and laid down his life while fighting LeT militants in Kupwara district of Jammu and Kashmir.

4th India Africa Hydrocarbons Conference begins in New Delhi

The fourth edition of India Africa Hydrocarbons Conference (IAHC) has begun on January 21, 2016 in New Delhi. The two day conference aims at enhancing greater cooperation between India and African continent in the field of Hydrocarbons. It also seeks to explore opportunities, bridge boundaries and boost bilateral trade between India and Africa. 
4th India Africa Hydrocarbons Conference (IAHC):

  • 22 African nations have participated of which 9 are represented by their Ministers. 
  • These 9 countries are Morocco, Algeria, Liberia, Mauritius, South Sudan, Sudan, Tunisia, Equatorial Guinea and Senegal. 
  • Provide a global forum and common platform to African Countries to share their vision and chart out the road map for extended energy cooperation. 
  • Bring together African leaders in and also CEOs from India and abroad to exchange expert insights and develop strategies for enhancing energy cooperation. 

India-Africa Relations for Energy Security: 

  • India and African nations have common colonial past and enjoyed political and cultural ties. However, energy security stands as one of the major focus area of the bilateral ties. 
  • Presently, India is importing close to 75 per cent of its crude oil and is seeking to diversifying import basket to meet its energy requirements. 
  • Oil imports from Africa play a significant role in meeting the demands of India. In June 2015, Nigeria had stood as the second largest supplier of oil to India. 
  • Though Africa has huge hydrocarbon resources, it lacks capital, technology and ability, experience and manpower to exploit these resources for future growth. 
  • This can serve as the catalyst to encourage proper cooperation in the hydrocarbon energy sector as India can provide investment capital for development needs of African countries.

India submits first Biennial Update Report to UNFCCC

India has submitted its first Biennial Update Report (BUR) to the United Nations Framework Convention on Climate Change (UNFCCC) towards fulfillment of the reporting obligation. The BUR has been submitted as per the provisions of the UNFCCC Convention which is obligatory on countries to periodically provide national information. 
Key highlights of BUR 
BUR has been prepared by the Union Ministry of Environment, Forest and Climate Change (UNFCC) under its NATCOM project funded by Global Environment Facility (GEF). 
Contains national inventory of Green House Gases (GHG) for 2010 and has been prepared in accordance with the guidelines of Intergovernmental Panel on Climate Change (IPCC). 
6 GHGs in Inventory: Carbon dioxide (CO2), Methane (CH4), Perfluorocarbons (PFCs), Nitrous Oxide (N2O), Sulfur Hexafluoride (SF6) and Hydrofluorocarbons (HFCs). 
Five categories: It covers agriculture, waste and Land-use, Land-use, Change and Forestry (LULUCF), energy, industrial processes and product use (IPPU),. 
India’s emissions: India has emitted around 2,137 million tonnes (mt) of CO2 equivalent GHGs in 2010. About 12% of emissions were offset by carbon sink action of croplands and forests. Thus, total of 1,884.31 million tonnes of CO2 equivalent GHGs were emitted. In 2010, India’s per capita GHG emission was less than one- third of the world’s per capita emissions. It is far below many developed and developing countries. 
Category wise Emissions: Energy sector was the prime contributor to emissions with 71%. While, agriculture contributed 18 % and IPPU 8% to the national GHG inventory. 
Background 
In the conference of Parties (COP)-16 of UNFCCC held in Cancun (Mexico) in 2010 it was decided that the developing countries will submit updates in the form of BUR. The scope of a BUR is to provide an update to the latest National Communication submitted by the country to the UNFCCC. Accordingly, India’s first BUR is an update to the Second National Communication which was submitted in 2012. India had submitted its first national communication in 2004.

India ranks 89th in Global Talent Competitiveness Index 2015-16

India has ranked 89th globally in Global Talent Competitiveness Index (GTCI) 2015-16 list of 106 assessed countries in terms of talent competitiveness of its human capital. This GTCI list was compiled by INSEAD business school in partnership with Adecco and Human Capital Leadership Institute of Singapore (HCLI). This index measures a nation’s competitiveness based on the quality of talent it can produce, attract and retain. 
Report highlights:
 In this edition of list top 20 scoring countries are all high-income countries. The top rankings were dominated by European countries. 
Top 10 in GTCI list:
Switzerland (1st), Singapore (2nd), Luxembourg (3rd), United States (4th), Denmark (5th),Sweden (6th),United Kingdom (7th), Norway (8th), Canada (9th) and Finland (10th). 
Bottom 5 countries: 
Mali (105th), Tanzania (106th), Ethiopia (107th), Burkina Faso (108th) and Madagascar (109th). 
India’s scenario: 
It has slipped by 11 positions in this edition of list compared to previous rank of 78 in 2014-15 edition of list. Lower position indicates acute shortage of skilled workforce. It also ranks at last among BRICS members.

PSLV-C31 Successfully Launches India's Fifth Navigation Satellite IRNSS-1E

ISRO's Polar Satellite Launch Vehicle, PSLV-C31, successfully launched the 1425 kg IRNSS-1E, the fifth satellite in the Indian Regional Navigation Satellite System (IRNSS) on January 20, 2016 from Satish Dhawan Space Centre SHAR, Sriharikota. This is the thirty second consecutively successful mission of PSLV and the eleventh in its 'XL' configuration. 

After the PSLV-C31 lift-off at 0931 hrs (9:31 am) IST from the Second Launch Pad with the ignition of the first stage, the subsequent important flight events, namely, strap-on ignitions and separations, first stage separation, second stage ignition, heat-shield separation, second stage separation, third stage ignition and separation, fourth stage ignition and satellite injection, took place as planned. After a flight of about 18 minutes 43 seconds, IRNSS-1E Satellite was injected to an elliptical orbit of 282.4 km X 20,655.3 km inclined at an angle of 19.21 degree to the equator (very close to the intended orbit) and successfully separated from the PSLV fourth stage. After injection, the solar panels of IRNSS-1E were deployed automatically. ISRO's Master Control Facility (at Hassan, Karnataka) took over the control of the satellite. In the coming days, four orbit manoeuvres will be conducted from Master Control Facility to position the satellite in the Geosynchronous Orbit at 111.75 deg East longitude with 28.1 deg inclination. 

IRNSS-1E is the fifth of the seven satellites constituting the space segment of the Indian Regional Navigation Satellite System. IRNSS-1A, 1B, 1C and ID, the first four satellites of the constellation, were successfully launched by PSLV on July 02, 2013, April 04, 2014, October 16, 2014 and March 28, 2015 respectively. All the four satellites are functioning satisfactorily from their designated orbital positions. 

IRNSS is an independent regional navigation satellite system designed to provide position information in the Indian region and 1500 km around the Indian mainland. IRNSS would provide two types of services, namely, Standard Positioning Services (SPS) - provided to all users - and Restricted Services (RS), provided to authorised users. 

A number of ground stations responsible for the generation and transmission of navigation parameters, satellite ranging and monitoring, etc., have been established in eighteen locations across the country. In the coming months, the remaining two satellites of this constellation, namely, IRNSS-1F and IG, are scheduled to be launched by PSLV, thereby completing the entire IRNSS constellation.

Establishment of Science Cities

National Council of Science Museums (NCSM), an autonomous organization under the Union Ministry of Culture is enga ged in establishment of Science Centres throughout the country. NCSM is developing a Science City at Guwahati, Assam which will subsequently be handed over to the Govt. of Assam for future operation and maintenance. Proposals from various state governments have also been received for setting up of Science Cities. The Science Centres/Cities projects are taken up by NCSM in a phased manner depending upon the availability of resources, project handling capacity of NCSM and the existing level of science centre activities in that particular State.

The following proposals have also been received by NCSM for establishment of Science Cities:-
1) Science City, Sampla, Govt. of Haryana
2) Science City, Bengaluru, Govt. of Karnataka
3) Science City, Navi Mumbai, Govt. of Maharashtra
4) Science City, Hyderabad, Govt. of Andhra Pradesh (before bifurcation into Telangana and Andhra Pradesh).
5) Science City, Patna, Govt. of Bihar
6) Science City, Nagpur, Govt. of Maharashtra
7) Science City, Bhubaneswar, Govt. of Odishab
8) Science City, Kumhari, Govt. of Chhattisgarh Science Park is now an integral component of all Science Centres and Science Cities.

❖ ICICI Bank launched India's first contactless debit and credit cards on January 7, 2015 that use the near field communication (NFC) technology.

❖ The government announced the names of 104 recipients of Padma Awards on January 25, 2015. This year's list comprises 9 Padma Vibhushan, 20 Padma Bhushan and 75 Padma Shree awardees. L.K. Advani, Amitabh Bachchan, Dilip Kumar and Prakash Singh Badal are among the Padma Vibhushan winners.

❖ Arundhathi Subramaniam won the inaugural Khushwant Singh Memorial Prize for Poetry for her work "When God is a Traveller" on January 24, 2015.

❖ Portugal footballer Cristiano Ronaldo won the FIFA Ballon d'Or 2014 Award. It is his second year running and third overall award.

❖ Legendary cartoonist R.K. Laxman died on January 26, 2015. He created "Common Man" cartoon.

❖ Wing Commander Pooja Thakur became the first lady
officer on January 25, 2015 to lead the Inter- Service Guard of Honor for the visiting US President Barack Obama at the Rashtrapathi Bhavan. Barack Obama is the first US President to be the Chief Guest for India's Republic Day.

❖ The French satirical weekly magazine Charlie Hebdo's Paris office was attacked by gunmen on January 7, 2015. In the attack 12 persons were killed.

❖ The 13th Pravasi Bharatiya Diwas (PBD) was celebrated between January 7-9, 2015 in Gandhinagar, Gujarat. It marked the 100th year of Mahatma Gandhi's return to India from South Africa. The Chief Guest was Guyana President Donald Ramotar. The theme of the 13th PBD was Bharat ko jano, Bharat ko mano. The Vice President Hamid Ansari presented the Pravasi Bharatiya Samman awards to 15 persons on January 9. The awardees include plant scientist Sanjay Rajaram and Microsoft CEO Satya Nadella.

❖ Nobel laureate Sir Venkatraman Ramakrishnan was named as the President of Britain's prestigious Royal Society. He will take up the post on December 1, 2015. He won the Nobel Prize in Chemistry in 2009.

❖ IFS officer Vikas Swarup was appointed as the official spokesperson of the Ministry of External Affairs (MEA) on March 25, 2015. He is the author of the novel "Q & A" on which the Oscar winning film Slumdog Millionaire was based.

❖ Kerala Finance Minister K.M. Mani was appointed as the Chairman of the Empowered Committee
of State Finance Ministers on Goods and Services Tax (GST) on March 24, 2015.

❖ Indian ecologist Madhav Gadgil has won the Tyler Prize 2015 for environmental achievement. He shared the prize with American marine ecologist Jane Lubchenco.

❖ National Payments Corporation of India (NPCI) has linked 15 crore Direct Benefit Transfer (DBT)
accounts with the Aadhaar numbers.

❖ Saina Nehwal and Kidambi Srikanth won women's and men's singles titles in the Indian Open Badminton
Championship in New Delhi on March 29, 2015.

❖ K. Srikanth of India won the Swiss Grand Prix Gold Badminton Championship title in Basel on
March 15, 2015. He beat Viktor Axelson of Denmark in the final.

❖ Carolina Marin of Spain won the All England Badminton Championship women's singles title by defeating Saina Nehwal in the final on March 8, 2015. Saina is the first Indian woman to reach the final.
Men's singles title was won by Chen Long of China.

❖ Services beat Punjab to win the Santosh Trophy football championship in Ludhiana on March 15, 2015.

❖ Karnataka clinched their eighth Ranji Trophy cricket title by defeating Tamil Nadu in the final in
Mumbai on March 12, 2015. Karnataka retained the Irani Cup also by beating Rest of India on March 20, 2015.

❖ Former Sri Lankan Army Chief Sarath Fonseka was conferred the highest military rank of Field
Marshal by the Government of Sri Lanka.

❖ Lee Kuan Yew, Singapore's first Prime Minister, passed away on March 23, 2015.

❖ India launched a massive air and sea operation-"Operation Raahat"- to evacuate over 4,000 Indian
nationals from Yemen in April 2015.

❖ Tennis star Novak Djokovic and athlete Genzebe Dibaba were named Laureus Sportsman and Sportswoman of the Year on April 15, 2015. The German football team was named "World Team of the Year".

❖ New Zealand lifted the Sultan Azlan Shah Cup Hockey tournament after defeating Australia in the final in Malaysia.

❖ Chris Gayle of West Indies became the first batsman to make double century in ICC World Cup history on February 24, 2015. He scored 215 runs against Zimbabwe. New Zealand's Martin Guptill hit the highest score of 237 in ICC World Cup. He achieved this feat against the West Indies on March 21, 2015.

❖ Kumar Sangakkara of Sri Lanka became the first batsman to score four consecutive One Day International centuries. He created this record in the 11th ICC World Cup.

❖ Viswanathan Anand was granted the honor of having a minor planet named after him on April 1, 2015.
It is called 4538 Vishyanand.

❖ Hungarian writer Laszlo Krasznahorkai won the Man Booker International Prize for 2015. This prize is given every two years. Indian author Amitav Ghosh is one of the ten short listed authors.

❖ David Cameron became the Prime Minister of United Kingdom for the second term on May 8, 2015. David Cameron-led Conservative Party won 331 seats out of total 650 seats in House of Commons.

❖ J. Jayalalithaa was sworn in as the Chief Minister of Tamil Nadu for the fifth time on May 23, 2015.

❖ Actor Mukesh Khanna was appointed as the Chairperson of the Children's Film Society of India (CFSI).

❖ Kazakhstan President Nursultan Nazarbayev won his fifth successive term in the Presidential election. Karim Masimov is the Prime Minister.

❖ Indian-American Vivek Murthy was sworn in as the US Surgeon General. He is the youngest ever in-charge of America's public health.

❖ Neel Mukherjee's "The Lives of Others" won the UK's Encore Award for the best second novel on May 12, 2015.

❖ UNESCO Guillermo Cano World Press Freedom Prize for 2015 was awarded to Mazen Darwish, a Syrian journalist.

❖ Two Indians Ananda Kumar and Pramod Patil were awarded the Whitley Awards, dubbed "Green Oscar", for their contribution to wildlife conservation.

❖ The Lok Sabha passed the Goods and Services Tax Constitutional (122nd Amendment) Bill on May 6, 2015. GST is proposed to be implemented from April 1, 2016. It will subsume excise, service tax, state
VAT, entry tax, octroi, etc.

❖ Union Health Minister J.P. Nadda launched "Kayakalp" –an initiative for awards to public health facilities.

❖ Nadia in West Bengal became the first Open Defecation Free (ODF) district in India. Nadia has more than 3.47 lakh toilets.

❖ The French satirical magazine Charlie Hebdo was presented with the 2015 Freedom of Expression Courage Award of the PEN American Centre at the American Museum of Natural History.

❖ Four Indians have been named in Forbes magazine's 12th annual list of World's 100 Most Powerful
Women. They are- Arundhati Bhattacharya (SBI Chairperson), Chanda Kochchar (MD and CEO of ICICI
